On September 9, 2024, Thomas J. Dellane was appointed as Undersheriff by Sheriff Michael G. Mastronardy. Undersheriff Dellane is in charge of the Police Academy and Professional Standards, in the Sheriff’s Office.
Undersheriff Thomas Dellane retired as Chief of Police and Emergency Management Coordinator from the Stafford Township Police Department on March 1, 2024, after 36 years of service to the residents of Stafford Township.
Undersheriff Dellane received his Bachelor’s Degree in Criminal Justice from Stockton University and his Juris Doctorate Law Degree from Rutgers University – Camden School of Law and has been a member of the New Jersey Bar Association since 1999.
Undersheriff Dellane served as the Chair for the Middle Atlantic Great Lakes Organized Crime Law Enforcement Network (MAGLOCLEN) until his retirement from Stafford Township Police Department.
Undersheriff Dellane has served as a member of the International Association of Chiefs of Police Policy Center Advisory Group since 1996 and is a graduate of the 261st session of the FBI National Academy.
Undersheriff Dellane served as President of the New Jersey State Association of Chiefs of Police in 2022 and was appointed by Chief Justice Stuart Rabner to the Joint Committee on Criminal Justice Reform in 2023 and was appointed by Governor Phil Murphy as one of fourteen members of the Interagency Working Group on Body Worn Cameras in 2020.
Chief Christopher Kenny began his career in law enforcement as a SLEO I with the Beach Haven Police Department in 1996. He then attended the Ocean County Police Academy Special Class #11 and graduated as a SLEO II in 1997 and then returned and graduated from Basic Class #73 in 1999.
Chief Kenny was hired as full-time police officer in his hometown of Lacey Township in 2000. He was promoted to the rank of sergeant in 2004, to the rank of Lieutenant in 2013 and then to the rank of Chief of Police in 2022. Chief Kenny served Lacey Township for over 25-years before retiring in December of 2025.
During his career he held numerous positions both in patrol and administration. He served in various roles in the Lacey Township Office of Emergency Management for 20 years, the last being the Emergency Management Coordinator. He was on the Ocean County SWAT Team for 8 years and was the departments lead firearms instructor. Chief Kenny served as the department training coordinator and lead departmental training instructor.
Chief Kenny graduated from Ocean County College with an A.S. in Criminal Justice and continued on to attain his B.A. in Criminal Justice from Stockton University in 1998. Chief Kenny made education a priority in his life and achieved his M.A. and his Ed.S. in Education Leadership, Management and Policy from Seton Hall University in 2013.
In February 2026, he was brought in by the county to become a part-time night Police Recruit Coordinator for the Academy and has since moved to full-time class coordinator.
Chief William J. Dikun began his law enforcement career as a Special Police Officer with the Point Pleasant Beach Police Department in May of 1976. In November of 1977, he was sworn in as a Patrolman with the Little Egg Harbor Police Department. He subsequently commenced training at the Ocean County Police Academy, as a member of Class 31, which graduated in May 1978. On June 1, 1978, he changed venues and accepted a position as a County Investigator with the Ocean County Prosecutors Office. While at the Prosecutor’s Office, Chief Dikun was assigned to the Grand Jury Unit, Polygraph Unit and the Special Investigations Unit, which is now the Special Operations Group.
On June 1, 1980 Chief Dikun accepted a position as a Patrolman with the Bay Head Police Department. He was promoted to Sergeant in 1992, Lieutenant in 1995 and subsequently Chief of Police in 1998. He retired from sworn law enforcement service on January 1, 2005 and accepted the position as Chief Police Instructor at the Ocean County Police Academy.
Chief Dikun is a 1972 graduate of Point Pleasant Boro High School. He has attained a Master of Administrative Science Degree from Fairleigh Dickinson University, Bachelor of Arts Degree from Rowan University and Associate in Arts and Science Degrees from Ocean County College. During his tenure he attended various Federal, State and County in-service courses of instruction and is a graduate of the 188th session of the FBI National Academy in Quantico, VA.
He retired 2014 as a Master Chief Petty Officer in the United States Coast Guard Reserve with over 28 years of service. Chief Dikun is a veteran of Operations Desert Shield/Storm, Enduring Freedom and Iraqi Freedom. He remains active in his community as a member of Point Pleasant Borough Fire Department, VFW Post 4715, BPOE 1698 and Durand Masonic Lodge 179.
