DESCRIPTION:Motor vehicle stops are among the most frequent and legally scrutinized actions taken by law enforcement officers. A clear understanding of the constitutional standards governing vehicle stops and searches is essential to conducting effective roadside investigations while protecting evidence\, cases\, and agencies from legal challenges.  \nThis course provides law enforcement officers with a comprehensive understanding of the constitutional principles and legal standards governing motor vehicle stops and vehicle searches. Officers will examine the Fourth Amendment framework that applies to traffic enforcement\, including reasonable suspicion\, probable cause\, and the legal justification required to stop and detain drivers and passengers. \nThrough case law analysis and practical examples\, the course covers lawful vehicle stops\, passenger issues\, consent searches\, probable cause vehicle searches\, the automobile exception\, protective sweeps\, K9 deployments\, and the scope and duration of traffic stops. Officers will also review common mistakes that lead to suppression of evidence and civil liability. \nBy the end of the course\, participants will be able to clearly articulate the legal basis for vehicle stops and searches\, properly document their actions\, and conduct roadside investigations that comply with constitutional requirements and current court decisions. \nThis training is designed to help officers strengthen roadside enforcement skills while protecting evidence\, cases\, and agencies from legal challenges.

DESCRIPTION:This course is now open to all departments.\nLimit 2 seats per department. \nStudents must pass 3 consecutive runs of the HQC-1 OR HQC-2 (determined day of) on Day 1 with an 95% or better and score an 80% (32/40) on the HNQC on Day 4. Students must arrive with an above average shooting ability and poor shooters should not attend. Additionally\, students are required to safely handle their weapons throughout the course. Safety violations may result in immediate expulsion from the program and agency notification. \n***STUDENTS ARRIVING WITH HANDGUNS EQUIPPED WITH RED DOT SIGHTS MUST SHOOT ALL QUALIFICATIONS WITH THE BACKUP IRON SIGHTS ON THEIR HANDGUN WITHOUT THE USE OF THE OPTIC*** \nDescription: ***THIS IS A POLICE TRAINING COMMISSION CERTIFIED COURSE*** \nThe Ocean County Firearms Instructor Course is a 10-day\, 80-hour program designed to provide agencies with an instructor capable of conducting the required semi-annual firearms qualifications for the handgun\, shotgun and rifle (if issued/authorized)\, provide marksmanship instruction\, and be able to coach\, diagnose\, and fix struggling shooters. Graduates will be able to safely conduct firearms training\, run their ranges\, and keep detailed records as required by the Attorney General guidelines. Additionally\, a review of the AG guidelines pertaining to firearms will be conducted. Attendees will learn the roles and responsibilities of a firearms instructor\, as well as safety related to firearms\, classroom sessions\, and range operations. Issues such as legal and liability topics will be covered\, the proper student to instructor ratio per weapon\, and how to teach marksmanship skills. Students will also be taught how to run the line as an instructor safely and give appropriate range commands. \nThe student will be shown methods conducive to maximizing student retention of the material\, develop and evaluate drills and training packages\, and will have an opportunity to put their skills to the test using the other students as simulated trainees during the program. Students will be subject to spot checks such as spontaneous teaching assignments and presentations throughout the course to ensure retention of the material at an instructor level. \nAs this is an instructor-level course\, it is performance based. Mere registration and attendance does not guarantee graduation or a course certificate. There will be a pre-qualification conducted on day 1 to gauge the student’s current ability to effectively employ the handgun and safely manipulate it. Students will be required to pass graded teach-backs of selected topics\, range presentations\, training development and delivery\, as well as a written exam to ensure retention of material presented throughout the program. Failure to pass any of the required testing will result in the student not being awarded an instructor certification. This is not a gentleman’s course and students who arrive without above average shooting skills may not pass the program. \nThe last 3 days of the course will cover the rifle portion (optional). You must have a Basic Rifle Operator cert and have your rifled zeroed to you prior to attending this portion. \nEquipment requirements: \n\nHandgun with at least 3 magazines and magazine pouch. DESCRIPTION:Intended Audience\nThis course is designed for sworn law enforcement officers who have demonstrated aptitude in crash investigation and who have the interest\, ability\, and departmental support to progress toward analytical crash investigation and\, ultimately\, traffic crash reconstruction. \nPrerequisites\nSuccessful completion of Fundamentals of At-Scene Crash Investigation\, Basic Crash Investigation or an equivalent course.\nStudents are required to bring a scientific calculator\, a 360-degree protractor\, and colored pencils for class use. Also bring a traffic cash drawing template\, if available. \nCourse Description\nThis math- and science-intensive course provides police officers with analytical tools and foundational scientific principles used in traffic crash analysis. The course serves as an intermediate yet critical step between an at-scene crash investigation and comprehensive crash reconstruction training. During this Crash Analyst–level training\, students are introduced to the physics and mathematical principles that form the foundation of scientific crash reconstruction. Students will learn to interpret and identify crash evidence amenable to analytical methods and to apply accepted equations to reasonably estimate vehicle speeds\, positions\, motions\, and interactions during collision events. SUMMARY:Fundamentals of At-Scene Crash Investigation (Little Egg)
DESCRIPTION:Intended Audience\nThis is an entry-level crash investigation course for sworn law enforcement officers responsible for documenting and investigating motor-vehicle crashes at the scene.\nStudents are required to bring a calculator that\, at a minimum\, can perform square and square root calculations. It would be beneficial for the student to obtain a scientific calculator if they intend to further their education in crash investigation. \nCourse Description\nThis new one-week course is replacing the two-week Basic Crash Investigation. The new course provides law enforcement officers with foundational knowledge and practical skills necessary to properly recognize\, document\, measure\, and interpret traffic crash scenes. Emphasis is placed on crash dynamics\, human factors\, roadway- and vehicle-based evidence\, basic crash-mathematical concepts\, and legally defensible investigative practices. The course integrates classroom instruction with hands-on field exercises to reinforce accurate data collection and documentation techniques required for effective at-scene crash investigation. This training is designed to assist officers in developing the technical skills necessary to recognize\, record\, document\, and\, when appropriate\, collect evidence encountered during the investigation of serious injury or fatal motor vehicle crashes. The information and evidence documented during this course are intended to be preserved and later transferred to investigators with advanced training for further scientific analysis. It has long been understood that the success of any collision reconstruction depends mainly on the quantity and quality of roadway\, vehicle\, electronic\, and human-related evidence present in a given crash. Reconstruction becomes increasingly complex—and in some cases impossible—when critical evidence is altered\, destroyed\, lost\, or improperly documented. Upon successful completion of this course\, officers will possess the skills necessary to conduct more thorough\, methodical\, and professional crash investigations. While the techniques taught in this class may not be required for every crash (e.g.\, minor property-damage collisions)\, they are especially valuable in cases involving bodily injury or in evolving investigations in which criminal statutes may later be implicated. Societal\, departmental\, and personal benefits are realized when officers are appropriately trained to recognize and preserve crash evidence\, and they develop greater proficiency and efficiency by regularly applying these principles during routine crash response.

SUMMARY:Fundamentals of At-Scene Crash Investigation (Lakewood)
DESCRIPTION:Intended Audience\nThis is an entry-level crash investigation course for sworn law enforcement officers responsible for documenting and investigating motor-vehicle crashes at the scene.\nStudents are required to bring a calculator that\, at a minimum\, can perform square and square root calculations. It would be beneficial for the student to obtain a scientific calculator if they intend to further their education in crash investigation. \nCourse Description\nThis new one-week course is replacing the two-week Basic Crash Investigation. The new course provides law enforcement officers with foundational knowledge and practical skills necessary to properly recognize\, document\, measure\, and interpret traffic crash scenes. Emphasis is placed on crash dynamics\, human factors\, roadway- and vehicle-based evidence\, basic crash-mathematical concepts\, and legally defensible investigative practices. The course integrates classroom instruction with hands-on field exercises to reinforce accurate data collection and documentation techniques required for effective at-scene crash investigation. This training is designed to assist officers in developing the technical skills necessary to recognize\, record\, document\, and\, when appropriate\, collect evidence encountered during the investigation of serious injury or fatal motor vehicle crashes. The information and evidence documented during this course are intended to be preserved and later transferred to investigators with advanced training for further scientific analysis. It has long been understood that the success of any collision reconstruction depends mainly on the quantity and quality of roadway\, vehicle\, electronic\, and human-related evidence present in a given crash. Reconstruction becomes increasingly complex—and in some cases impossible—when critical evidence is altered\, destroyed\, lost\, or improperly documented. Upon successful completion of this course\, officers will possess the skills necessary to conduct more thorough\, methodical\, and professional crash investigations. While the techniques taught in this class may not be required for every crash (e.g.\, minor property-damage collisions)\, they are especially valuable in cases involving bodily injury or in evolving investigations in which criminal statutes may later be implicated. Societal\, departmental\, and personal benefits are realized when officers are appropriately trained to recognize and preserve crash evidence\, and they develop greater proficiency and efficiency by regularly applying these principles during routine crash response.

DESCRIPTION:Too often police officers are dispatched to assist with an “out of control child” and their arrival can make things worse. If we expect responding officers to handle such an incident\, they need the proper tools. This class is instructed by a child crisis specialist that will teach officers how to identify the type of crisis the child is experiencing and the best strategy for that crisis. For example\, is the child throwing a “tantrum” or having a “meltdown”? Are they on the autism spectrum? Are they non-verbal? DESCRIPTION:CLASSROOM: ALL trainees need to attend this portion on Wednesday\, April 8\, 9am-3pm for lecture and ATV inspection. You are registering on here for your driving session (2nd class day). \nThis two day course is recommended for any LEO who operates an All-Terrain Vehicle (ATV) in the course of their duties. A portion of this course will certify you on the ATV Rider Course through the ATV Safety Institute (ASI). LEO’s will be shown mounting/ dismounting techniques\, patrol tactics\, use of cover/ concealment\, rescue/ equipment considerations and weapon manipulation/retention. Instruction will include being Rider-Active\, starting\, stopping\, quick turns\, hill riding\, emergency stopping\, swerving and riding over obstacles. \nIt is recommended that the LEO bring their agency ATV and related gear along with your duty gear.\n(Simunition will be utilized during the training\, we will provide weapons/ammo) \nYou will need to complete the e-course online\, create an account and email Lt.
